as far as I know, there's no BAPI available for creating G/L-accounts. the only BAPIs in this area is for displaying detail ('BAPI_GL_ACC_GETDETAIL'), checking existences ('BAPI_GL_ACC_EXISTENCECHECK') and get a list of G/L-accounts ('BAPI_GL_ACC_GETLIST').
